Men aged 37 and 51 are detained on suspicion of money laundering after two cars were stopped in Eccles.
Two men have been arrested after about £160,000 was found in two cars travelling from Merseyside to Manchester.
Greater Manchester Police said it received reports of a suspicious vehicle at about 18:00 BST on Friday.
