The Maharashtra Food and Drug Administration is treating the illegal gutkha and nicotine-infused pan masala trade as organised crime. Commissioner Tukaram Mundhe said regional officers will probe manufacturers, suppliers, transporters and financiers, with FIRs already filed against 703 individuals. Repeat offenders and colluding officials may face MCOCA action.
